The rights of people undergoing treatment for tuberculosis (TB): what is important to know?

People undergoing treatment for TB belong to vulnerable groups of the population who need special protection of their rights. Ukrainian legislation guarantees them free medical care, equal access to services, and full support during treatment.

The key law regulating issues related to TB is the Law of Ukraine “On Overcoming Tuberculosis in Ukraine,” which was adopted in 2023.

Article 3 of this Law stipulates that overcoming TB is an integral component of state policy, the main principles of which are to ensure:

– a multi-sectoral and multi-disciplinary approach to overcoming TB;

– the approval of state programs, strategies for overcoming TB, and action plans for their implementation;

– free and equal access to quality medical services and necessary medicines in case of TB, early diagnosis and prevention services, and social services;

– implementation of a program of state guarantees for medical care for the population;

– organization of preventive medical examinations.

Anti-TB measures include providing free and accessible medical care to all patients and creating a unified system of treatment and rehabilitation regardless of the form of ownership of medical institutions. This is the responsibility of the executive branch and local government.
